[Vpn-help] Potential DNS fixes, please help test ...

I just posted a the first recent build that attempts to correct DNS 
related issues. Since I can't seem to reproduce this problem locally, it 
may take several tries to get the issue ironed out. If you experienced 
DNS problems in the past that were only correctable by stopping and 
starting the DNS cache service, *please* help test this build.

The changes include link state control support for the virtual adapter 
interface on 2K and XP. Vista drivers do not yet support this feature. 
Instead of just modifying the adapter settings and enabling it, we now 
issue a link state change from the kernel driver. I hope this will avoid 
the confusion the DNS cache service experiences. I also made corrections 
to the name service registry entry settings. This is based on reading as 
many docs as I could find related to DNS settings for windows while on 
vacation. The basic idea is that our settings are written only as static 
configuration entries as they will trump any dynamic configuration 
entries obtained via DHCP. This should also avoid a DHCP lease renewal 
having influence over our DNS settings while the client is connected.

If this build doesn't do the trick, we can move on to some other ideas I 
have.
