This sounds just like the problem I'm having with my Linksys RV042. My router log looks just like yours. I still need to post my Shrew trace log though. Does your arp list look like mine? Here's my original post if you missed it:
I have a netbook running Win7 Starter Edition and I'm trying to establish an IPSec tunnel with my Linksys RV042. I've used all the same settings from here: http://www.shrew.net/support/wiki/HowtoLinksys
Using v2.1.6 I could not establish a tunnel. The "Network" tab in the Shrew client said 'Established - 0' and my router log only showed the tunnel getting to phase 1 and then it would stall. I've upgraded to v2.1.7 beta and now it appears I can create the tunnel (Shrew client says 'Established - 1', router log shows tunnel successfully created, and the tunnel and client show up in the router's active VPN list. However, I cannot ping or access any addresses through the VPN.
If I try to ping any addresses through the tunnel and use Wireshark to monitor the tunnel interface, it shows standard arp "who has" requests but the response is always the same. Also, after the arp request there aren't any ICMP packets. Here's what's shown in my arp cache:
C:\>arp -a
Interface: 192.168.x.1 --- 0x10
Internet Address Physical Address Type
192.168.y.1 bb-bb-bb-bb-bb-00 dynamic
192.168.y.10 bb-bb-bb-bb-bb-00 dynamic
192.168.y.100 bb-bb-bb-bb-bb-00 dynamic
.
.
Is this behavior correct or is something not setup correctly?
Thanks,
Matt

I connected just fine to a Linksys RV024. But I cannot ping anything on the other side, or even the router itself. I never get a response back, it always times out. I have the settings set like the ones suggested on the Site Walkthrough for the RV024 Router. Here is a picture of the log from the Linksys Routerhttp://www.bibliosupport.com/public/shrew/shrewscreen1.pngAnd here is the logs from the Shrew VPN trace. This is Version 2.1.6http://www.bibliosupport.com/public/shrew/IKESERVICE.txthttp://www.bibliosupport.com/public/shrew/IPSECSERVICE.txt I am running Windows 7 Pro 64 bit. The VPN WAN IP is: 24.214.57.94The VPN LAN IP is: 192.168.1.1The VPN LAN DHCP IP range is: 192.168.1.100-150/255.255.255.0At the Client side I am: 71.207.224.162/255.255.248.0No NAT at this side as I am directly connected to the cable modem. I have spent a lot of time on this and it is really driving me crazy. I can provide more info as needed. Kenneth Le
