One correction and one addition:

Yes, there is fragmenting, but the checksums don't work out when the packet
gets fragmented.

Once I disconnect and then attempt to reconnect we time out.   The client
sends out the phase 1 request, the server sees it and replies but the client
never seems to pick it up off the net.  Even the trace shows the resending
ip packet but never seems to see the response.  Eventually, both sides time
out.
