Hallo,
i have the same problem with vista. Actually Shrewsoft 2.1.1 only can be
installed but does’nt work with vista. You should wait for next version.

I use the Shrew client regularly on XP, but am having problems with Vista.
The client installs on Vista with no problems and the ShrewSoft IKE, DNS and
IPSEC daemons are running; but the connection status window hangs after
"bringing up tunnel" and nothing is logged in any of the trace utility
windows, even with Log Output Level set to "decode" and all of the
checkboxes on Debug Output Options selected.
I can ping the VPN concentrator and have the firewall on the machine
disabled for this testing (and I can connect with the Shrew XP client from
this same subnet, so it's not a problem with the edge router here).
The machine in question is a Dell running Vista Home Premium; I have tried
this with and without Service Pack 1. There's an Intel 82566 Ethernet
interface which is not in use and a Linksys 802.11n adapter which is. There
are no extraneous packet filters that I can see installed in either
controller's protocol stack.
Although the Shrew virtual adapter shows up under the Network Adapters
section of the Device Manager, I never see it come up; it is always marked
as down, even when the client is running. The output of an ipconfig /all
when the client is hanging at the bringing up tunnel prompt appears below.
