Hi,

Are you certain that an IPsec SA is being negotiated successfully 
between the client and the gateway? The client will report that you are 
connected once an ISAKMP ( phase1 ) SA is established. After that, an 
IPsec ( phase2 ) SA needs to be established before traffic can pass.

Have you checked the log output after increasing the level to debug?
