If your public ip on the SSG-140 is on another virtual router than your 
internal network (172.16.100.0/24) you will need a static route from 
untrust-vr to trust-vr (as an example) to get it working... (or you can 
select "Auto Export Route to Untrust-VR" on your trust-vr)

If not you should debug this on your netscreen (debug flow basic etc.)
