Hi Jeff, I've seen this sometimes with some of my software too, it's
almost as if the software does not let go of the network connection
somehow, preventing Shrew from unloading the network filter completely.

Try (as a test) to close Outlook before disconnecting the tunnel, then
open Outlook after and see if it can send.
