It may be that your gateway drops connections if they are idle, or in
the case of a new connection, if no traffic has passed through the
tunnel shortly after establishment.

Try enabling the "Maintain Persistent Security Associations" in the
Shrew client Site Configuration, maybe that will convince the gateway
that there is traffic in the tunnel because it will force the Shrew
client to establish security associations even if the user has not
initiated any traffic through the tunnel.
