[vpn-help] Windows 7 64-bit cannot - Phase 1 fails - peer violates RFC, transform number mismatch ( 1 != 14 )

Problem:

Phase 1 appears to connect and I get the 'Tunnel enabled' message, however,
I cannot ping or access any remote IP addresses. This problem only seems to
occur on my Windows 7 64-bit machine. I have previously run the exact same
policy on Windows XP with no problems. Other users can connect to the VPN
without any issues and we are all using the same policy file. The log shows
the error "peer violates RFC, transform number mismatch ( 1 != 14 )" when
completing Phase 1.

VPN Client Version = 2.1.5
Windows OS Version = Windows 7 64-bit
Gateway Make/Model = Juniper SSG 125
Gateway OS Version = unknown
