Hi Ray,

Even though this doesn't sound exactly like the problem you're having,
it is common enough that I will suggest it anyway:

There is a known conflict between the Shrew VPN client and the
Microsoft Virtual Wifi Miniport Adapter in Shrew versions prior to
2.2.x.  You have two options to resolve the problem: 

1. Disable the Microsoft Virtual Wifi Miniport Adapter on the Network
Connections page and keep using the released Shrew VPN 2.1.7. 
2. Upgrade to the beta Shrew 2.2.0 client, which has a fix for the
conflict.

If neither of those work, can you get a log from the Shrew client by
using the Trace utility and post it for us (after changing IP
addresses, emails and usernames to protect yourself)?

It would also be helpful to get log output from the VPN gateway itself,
but often that is difficult if you're not the administrator of the
gateway.
