[vpn-help] Unable to use DHCP over IPSEC with Fortigates

Problem:

The VPN Client Fails to connect to Fortigate Firewalls when "DHCP over
IPSEC" is enabled.

To Reproduce:

Connect to any Fortigate (tested with different model; DHCP over ipsec
works correctly with FortiClient and Greenbow Client).

VPN Client Version = 2.2.0 RC-2
Windows OS Version = Windows 8
Gateway Make/Model = Fortigate FG-60c
Gateway OS Version = 4.3.11
