[vpn-help] [BUG] Cannot install on Windows 8.1.

So are you re-installing Shrew after a Windows 8.1 upgrade? The latter is known to break things.  Have you tried manually removing the Shrew filter driver from the NIC, rebooting, and re-installing?

I just tried to install on Windows 8.1 64-bit and got the following
error while the installer was executing "netcfg.exe -del vflt"
(screenshot attached):

Error 0xe: Couldn't get an interface pointer to vflt.

Possible cause:

Incorrect function.
