Hello Alexis,
Yes, I increased the number of filters in
HKLM\System\CurrentControlSet\Control\Network\MaxNumFilters
But it does not help.
The issue is not related to
vfilter.inf process
But is related to
devcfg.exe –add net vnet c:\ProgramFiles\ShrewSoft\VPN Client\drivers\virtualnet.inf

Here the overview on drivers, including the hidden ones.
I disabled some of them: RealTek and Terodo. But I still have the same issue during the install process with the instruction:

Giving the error message:

Do you have try to disable hidden driver ?

ShrewSoft Standard worked fine on my Windows 8 PC. After upgrading to Windows 8.1, I couldn't use ShrewSoft anymore (see error message below).

I uninstalled ShrewSoft and installed it again.
When installing I get an error message “InstallSelectedDriver failed, eror code =0x00000006”. This error appears when installing the network device.
When looking via the Device manager of Windows and comparing with another Windows 8.1 PC where Shrewsoft is OK, I see that the Shrewsoft Virtual Adaptor is not installed  on my PC.
