[vpn-help] Windows 8.1 Cisco VPN "Negotiation timed out"

I am running Windows 8.1 32 bit on a Lenovo Thinkpad Tablet 2.  Like many I
started experiencing the issue when I upgraded to Windows 8.1.  I've tried
removing the Shrewsoft VPN client as well as re-installing the wireless
driver.  I saw some people fixed the problem by disabling the Microsoft
mini wan device but I don't have that device on my tablet.  Are there any
other things to try?
