Brian I'm sorry I can't help you with Shrew but it is possible to install
cisco VPN in windows 10.  Check out:

The tl;dr:

1. Install Dell Sonicwall VPN (this will allow you to install the Cisco
client)
2. Install Cisco VPN
3. Edit the registry to remove some text from a single entry.  (This will
fix the cisco virtual adapter to start)
4. (optional) un-install Sonicwall
