[vpn-help] VPN over dial-up is not working

I am using Shrew Soft VPN client on Windows 10 to connect to a Cisco VPN
server. Recently, I started to use dial-up connection by an fiber optic
modem to connect to the Internet. However, Shrew Soft VPN client has a
problem. I can connect to the VPN server, but the network traffic is not
using the VPN connection. The traffic is sent directly to the network as if
there is no VPN. Probably, it is related to the routing metric, but I could
not solve it. Could you please tell me how to solve it? Attaching the
result of route print command after connecting to VPN over a Wi-fi modem
and a Dial-up modem.

---This is the result afterI connected via Wi-fi to the Internet and
established the VPN connection. All web traffic is carried through the VPN,
so it is working properly.

---This is the result, after I connected to VPN when using the optical
dial-up modem. The web traffic is not using the VPN connection. As you can
see the metrics are high. I tried to change the metric values, but they
don't decrease.
