[vpn-help] idle timeout

Have done some testing. Version 2.17 does respect the idle time out of my
cisco asa. Version 2.17 does not sent any traffic to my asa when the
connection is idle. However version 2.22 does send some traffic to my asa
even when the connection should be idle. So I don't know what is different
between the 2 versions. I am using the same configuration on both versions.
