Windows Firewall on the remote Windows 7 machine was the problem.
Anyone familiar with the right magic settings to set up exceptions

Have you checked the obvious:
<br>
- Host based Firewall at the machines in question which does not
allow ping
<br>
- Special routing on the machines not answering
<br>
- Net-mask settings in the VPN Tunnel config
<br>
