[Vpn-help] Win7 64-bit error at install: Error 0x8004a029: Couldn't install the network component

I am attempting to install 2.1.5-rc4 on Windows 7 64-bit, and when it
gets to the point in the install where it runs the following command:
netcfg -add service pflt C:\Program Files\...\drivers\pfilter.inf

It errors out with:  Error 0x8004a029: Couldn't install the network component.

I've attempted to install it in Administrator mode and regular mode,
and get this error every time. As a result, it will never connect to
any VPN.

Has anyone seen this issue before, or know what may be the problem? I
see a lot of other people that have had success, but I don't know of
anything on my system that may be causing a conflict here?
