[vpn-help] negotiation timeout occured

I am using windows 7 home premium 64 bit.
I downloaded vpn-client-2.1.6-beta-6<file:///C:/Users/Sai/Documents/Downloads/vpn-client-2.1.6-beta-6.exe>
  .
I have  .pcf file   which I used to connect through my cisco vpn client in
windows xp.
Now in windows 7 that is not working and I have to use shrew vpn client , I
get this error message.

tunnel disabled

please help me what is  going wrong , Its working for other peers for their
account  in there systems.
