[vpn-help] Windows 7 32bit - tunnel negotiation timeout

It appears I solved the problem. I was not running as administrator when
connecting via VPN, and may not have installed the program that way as
well.

Did a fresh install of 2.1.7 running as administrator, and then ran Access
Manager as administrator and that worked.
