I just tried changing the "auto configuration" setting to see if it would
get me any further.  I found that setting "ike config pull" behaved as the
"disabled" setting did and attempted to negotiate phase 2 and failed while
setting "ike config push" didn't get to phase 2 at all.  So no surprises and
no progress either in this.
