[vpn-help] Header verification failed

Server: strongSwan 4.6 (on Linux)
Windows 7 native IPsec client: works
Shrew 2.2.0-rc-2 client: not working

Here's the output of Shrew's VPN Access Manager:

   esp proposal configured

   remote id configured
   server cert configured
   client cert configured
   client key configured
   bringing up tunnel ...
   negotiation timout occurred
   tunnel disabled
   detached from key daemon

On the server side:

  07[ENC] header verification failed
  07[NET] received invalid IKE header from 87.166.36.148 -   ignored
  07[ENC] header verification failed
  07[NET] received invalid IKE header from 87.166.36.148 - ignored


What could cause this error "header verification failed"?
