[vpn-help] Intermitent negotiation timout occurred

Problem description: Under certain network conditions we lose
connections or are unable to establish connections, The VPN client
attempts to connect and then returns "negotiation timout occurred" after
around 30 seconds. Network background all of our internet traffic is
route across a MAN connection (fiber 10 Mbit) to our co-lo where it
passes through our ISA firewall array before reaching the internet. I
generally notice issues when the MAN connection is experiencing moderate
to traffic. 

 

I have confirmed that the gateway was still working normally using our
public wifi which connects to a different internet connection. I also
check the load on the isa firewalls and they were running under 5%
processor utilization. Our office switch was showing about 30% incoming
and 10% outgoing utilization of the 10 Mbit feed.

 

 

Any suggestions on how I should troubleshoot this? I am fairly familiar
with tcp/ip and can do traffic capturing at various points on the
network but I am not vary familiar with the ike and ipsec protocols.

 

 

I have a log and capture of the session from the vpn trace utility which
I can provide.

 

VPN Client Professional Edition Version 2.2.2 & previous versions

 

Tested on Windows 8 x64 running hyper-v role & also on Vista SP2 x86

 

Gateway: Unknown, provided by our hosting provider
