You are trying to do IPSec over NAT at the server side - this is
pretty problematic, and I'd suggest you configure the equipment at the
site so that Netgear gets the actual public WAN IP. I don't know
Fritzbox, but if that's a modem/router combo, see if you can put it in
tunnel or bypass mode (so that it only acts as a modem; if it's
currently doing any PPPoE authentication, have the Netgear do that
instead).
