[vpn-help] Error installing VPN 2.2.2

Error 0x80070005 Couldn't install the network component
Access is denied,

Last line, which I believe it is trying to execute is C:/Program Files/Shrewsoft/VPN/netcfg -add service vflt ... (can't see the rest of the line)

Running Windows 7 Professional.  I ran the install .exe file as administrator. 

I have searched the list and not found a working solution to this problem. 
I have uninstalled the program, removed registry keys labeled as ShrewSoft VPN, etc.
