It seems that a few things here could be a problem.
1) your public IP of the VPN needs to be available from the Shrew client's perspective. Can you ping it? if you can't you'll need to resolve why.
2) you need to use mode config with Xauth. 

Try those. I suspect you'll have some other issues after that...but this should get you some momentum in the right direction.

At work we have a Netgear ProSafe FVS318G router through which I must
onnect.  I am running Ubuntu 10.04 and Ike 2.2-beta9.  When I try to
onnect to the VPN it logs the following error:
2010 Jun  8 18:11:55 [FVS318g] [IKE] Could not find configuration for
My Public IP>[500]_"
've been working at this for quite some time but I can't seem to get
ast this point.  A bit of information on our setup:
he ProSafe is set:
. Mode config disabled
. A VPN Policy is in use with exchange mode set to 'main' instead of
aggressive'
. Both local and remote are set to FQDN
. Preshared key
. XAUTH disabled
